Abile Group, Inc. has an exciting and challenging opportunity for a Contracts Administrator to manage the full contracts life cycle and post-award contract management functions for a small business. The right candidate will be familiar with all areas of a Government Contracting business, including contract administration, document management, contract interpretation, contract compliance requirements, and amendments. The Contracts Manager/Administrator will analyze contract terms and conditions; provide overall risk assessment/solutions; manage overall contract compliance in accordance with contract requirements, company policies and procedures, and applicable laws and acquisition regulations. Responsibilities

  • Manage administrative, logistical, and accounting services to support company operations. 
  • Manage contract compliance, including timely delivery of deliverables, in coordination with the program team. 
  • Act as an adviser providing contractual advice to the program team. 
  • Manage contract life-cycle activities such as project setup/ maintenance, invoicing support, accruals, financial projections. 
  • Manage the accuracy of contract records and other documents in the contract management system. 
  • Support for the development of program budgets, schedule and maintenance of Estimates at Completions (EAC). 
  • Track delivery hours, costs and assessing funding needs; manage timekeeping reconciliation and resolve data discrepancies. 
  • Prepare and submit monthly contract, financial, and compliance reports. 
  • Review and approve company travel invoices for accuracy. 
  • Provide support in collecting program data for all types and levels of program reviews. 
  • Regular interface with Project Managers and other functional leads within the Company. 
  • Identify risks and offer mitigation solutions. 
  • Support internal/external audit activities as well as data requests from internal/external customers. 
  • Prioritize tasks to ensure that projects are completed by deadlines and streamline processes to maximize productivity. 
  • Build the company’s image by collaborating with customers, government, community organizations, and employees; and enforcing ethical business practices. 
  • Provide leadership at all levels of the organization. 
  • Define and implement policies and performance standards. 
  • Address customer inquiries promptly and professionally and ensure customer satisfaction. 

Qualifications

Degree and Years of Experience: Bachelor’s degree in Business Administration from an accredited university, OR a related field, and a minimum of 4 years of experience in contract administration and negotiations. Additional years of relevant experience will be considered in lieu of a Bachelor's degree. 

 

Required Skills:

  • Cradle-to-grave experience within the federal government contracts arena with an emphasis on contract administration. 
  • Analytical ability to evaluate issues, develop options for resolution, determine the best approach, and enact resolutions. 
  • Intermediate understanding of MS Excel and other Microsoft Office tools that provide capabilities to collect and analyze financial information and create/maintain standardized auditable project files for program management and execution.  
  • Ability to quickly learn new technology, tools and platforms, and act as a resource to teach others. 
  • Ability to work in fast-paced environment and manage multiple priorities. 
  • Excellent communication skills to support interactions with company leadership, subordinates, and clients 
  • Emotional Intelligence and self-aware leadership capability. 
  • Effective and efficient time management skills. 

Desired Skills: 

  • Experience with all major contract types (T&M, Fixed Price, Cost Plus, etc.) and contract vehicles (IDIQ, BPA, GSA Schedule, GWAC) and acquisitions. 
  • A working knowledge and fully conversant in theory and application of FAR/DFAR. 
  • Experience in reviewing/redlining/ negotiating contract terms and conditions, teaming agreements, non-disclosure agreements, licensing agreements, and intellectual property terms. 
  • Experience as a project manager, including creating, executing and monitoring project plans, schedules, deliverables, and metrics. 

*This position will primarily telework but must be available to commute throughout the DC Metro region for meetings up to several times per week.
