Overview

Abile Group has an exciting and challenging opportunity for a Systems Engineer (Project Manager) on a 10 year contract providing User Facing and Data Center Services supporting an Intelligence Community customer.  All the personnel on the team will work together to support innovative design, engineering, procurement, implementation, operations, sustainment and disposal of user facing and data center information technology (IT) services on multiple networks and security domains, at multiple locations worldwide, to support the IC mission.

 

The right candidate will possess the below skills and qualifications and be ready to handle all responsibilities independently and professionally.

Responsibilities

  • Systems Engineer with Project Management experience is needed to provide overall project direction for the development, engineering, interfacing, integration, and execution of awarded activities.

  • Delivers Project Management/Integration support to awarded tasks under the contract adhering to community standards for Project Management to support the delivery, testing, analysis and deployment of new capabilities.

  • Performs continuous status analysis and reporting to ensure both customers, GPMO and UDS understanding of each project's transition status throughout the lifecycle.

  • Develops plans for specific components of complex hardware/software systems to include: requirements elicitation and reviews, analysis and functional allocation, concepts of operation and interface specification, developing system architectures, performing technical/non-technical assessment and management, as well as end-to-end workflow and process analysis working traditional waterfall, agile and hybrid projects.

  • Engages with project stakeholders on a regular basis and work to deliver sound engineering solutions within the scope of the project.
  • Maintains project related tools to include MS Project, JIRA and other information radiators for the teams, collaborates with clients or end users to understand project requirements, acts as a liaison between development teams and product management, ensuring that appropriate project process is made.
  • Works with multiple engineering teams and external partners and report successes, roadblocks and concerns on a weekly basis. Other project/program related duties as assigned.

Qualifications

Clearance Required:  TS/SCI 

 

Degree and Years of Experience: Bachelor Degree in Computer Science, Engineering or a related technical discipline, or the equivalent combination of education, technical, or work/military experience.

  • 5 years of related IT Project Management or systems engineering experience.
  • Master Degree preferred.

Desired Certifications:

  • Project Management Professional (PMP) certification 

 

Required Skills:

  • Documented experience with producing content using Project Management tools

  • Knowledge of the Agency and IC operations to include the IT enterprise

  • Excellent time management skills and the drive to work unsupervised or within teams

  • Must be a team player and be willing to both share knowledge and learn from others

  • Determining and managing tasks, issues, risks, and action items.

  • Managing requirements and creating user stories with input from key Stakeholders

  • Monitoring progress and performance and helping teams to make improvements.

  • Planning and organizing demos and product/system testing.

  • Ensure proper use of collaborative process and remove impediments for engineers

  • Tracking project processes, deliverables, and financials.

  • Preparing and presenting status reports to stakeholders.

Desired Skills: 

  • Wide-ranging experience as a Project Manager or Integrator with a demonstrated IT history with initiating, planning, executing, controlling, and closing activities.
  • Identify gaps and inefficiencies, provide specific inputs and recommendations, and work with customers and partners to obtain support and authorization for delivering solutions

  • Create quality analytical products to include visualizations, workflows, diagrams, etc.

  • Document requirements changes and assess their impacts on the program baseline

  • Experience with SCRUM or Agile projects with a demonstrated IT history with creating user stories, managing tasks, issues, risks, demos, product/system testing, etc.

  • Verified experience managing project schedules with Microsoft Project, JIRA or another comparable tool

  • Involvement in leading, managing, and collaborating with a broad range of organizations and groups/teams needed to accomplish the system engineering tasks

  • Proven history in successfully serving as a Project lead with the responsibility of managing the lifecycle integration and its components into an existing architecture

  • Clear and demonstrated understanding of Configuration Management, Change Management, Risk Management, Quality Assurance, and Process Management

  • Lead the development and enhancement of lifecycle artifacts required to be developed during the SE lifecycle (ROMs, project plans, project schedules, requirements plan, etc.)
