Abile Group has an exciting and challenging opportunity for a Contract Program Manager/Subject Manager Expert (SME). 

The right candidate will possess the below skills and qualifications and be ready to handle all responsibilities independently and professionally.

• Serves as the primary Program Manager (PM) for all Contractor work.
• Acts as the main point of contact for the Contracting Officer (CO) and Contracting Officer's Representative (COR).
• Oversees contract execution, including cost control, schedule management, and service quality.
• Provides strategic direction, technical guidance, and operational support for the program.
• Leads all program phases, offering senior expertise in planning and subject matter areas.
• Supervises program/project staff to ensure alignment with client goals and requirements.
• Directs studies and analyses, providing actionable recommendations for program improvements.
• Oversees data analysis, performance reviews, and monthly status reporting.
• Offers solutions for client challenges, focusing on optimization and development.
• Determines project structure, roles, and resource needs to meet task order goals.
• Manages personnel to ensure quality, cost-efficiency, and timely deliverables.
• Monitors quality control of all services and products delivered under the contract.
• Implements management tools to ensure successful program execution.
• Appoints and oversees an alternate subject matter expert for program continuity.
• Ensures compliance with contract terms and effective communication with stakeholders.
• Oversees documentation preparation and finalization to ensure clarity and alignment with client expectations.

Clearance Required: TS/SCI 

Degree and Years of Experience: Master of Arts or Master of Science (MA/MS) degree in a business-related field.

• 10+ years of Program Management experience with a contract of similar scope and value. 

Required Skills:

• Experience with large-scale programs, ensuring quality, cost control, and schedule management.
• Strong technical knowledge to provide strategic guidance and solutions for program challenges.
• Ability to lead cross-functional teams and ensure effective collaboration and task execution.
• Demonstrated written and verbal skills for reporting, presentations, and stakeholder updates.
• Ability to serve as the main point of contact for the Contracting Officer and COR, ensuring compliance and effective relationships.
